LEGAL REQUEST AND PUBLIC APPEAL: Urgent Drafting and Passage of a Law Imposing Death Penalty on Corrupt Government Officials



To the Honorable Members of the Senate and the House of Representatives:

In view of the deepening crisis of corruption in the Philippines—where billions of pesos meant for national development and public welfare are siphoned through fraudulent projects, ghost transactions, and institutionalized graft—this formal request is respectfully submitted for your immediate action.

I. Urgent Need for Legislative Action
Corruption is not a victimless crime. It robs the Filipino people of health care, education, infrastructure, livelihood, and dignity. It entrenches poverty, perpetuates inequality, and corrodes the moral fabric of governance. The scale of corruption has reached such gravity that existing penalties under current laws no longer suffice as deterrents.

Therefore, it is strongly urged that Congress urgently draft and pass a law imposing the death penalty on high-ranking government officials found guilty beyond reasonable doubt of large-scale corruption, particularly involving projects exceeding ₱100 million in public funds.

II. Declaration of Amnesty Window Prior to Enactment
To encourage accountability and voluntary restitution, it is proposed that prior to the passage of this law, a 90-day Amnesty Window be established. During this period:

1. Government officials and employees who have engaged in corruption are encouraged to voluntarily come forward, confess, and return the stolen funds to the National Treasury.


2. Those who voluntarily surrender within the amnesty period shall be granted reduced penalties under existing laws, thereby saving themselves from future prosecution under the new death penalty statute.


3. Failure to surrender during this period shall subject the guilty, upon conviction, to the full force of the newly enacted death penalty law.

III. Call to Action
The Filipino people can no longer tolerate impunity. Corruption must be treated with the same seriousness as heinous crimes, for its impact is equally devastating—if not more. The approval of this law will send a clear and resounding message that the days of plundering the nation with impunity are over.

IV. Prayer
In light of the foregoing, the undersigned urgently prays that both Houses of Congress:

1. Immediately deliberate and draft the proposed legislation imposing the death penalty for high-level corruption.


2. Provide for a fixed amnesty window for voluntary surrender, confession, and restitution prior to enactment.


3. Act with utmost speed and patriotism, in recognition of the Filipino people’s clamor for justice, accountability, and genuine reform.
